Funding for Provider Assistance with Council on Quality & Leadership (CQL) Accreditation 525-05-47

Purpose

To assist Agency Qualified Service Providers (QSP) in obtaining Council on Quality & Leadership (CQL) accreditation to increase access to residential habilitation and community support services for eligible individuals.

 

Definition

The CQL accreditation must be obtained by a QSP agency in order to provide residential habilitation & community supports services. CQL accreditation promotes excellence in person-centered services and provides a framework for the agency to improve the organization’s quality of supports.

 

Requirements

The QSP agency must enroll initially by contacting CQL and filling out the request for engagement form. Payment for initial accreditation is covered by the QSP agency. Once the initial level of accreditation is achieved along with requirements as per community supports, see 525-05-30-21 and residential habilitation, see 525-05-30-50, the agency may begin to provide residential habilitation & community supports services.

 

The agency is required to continue to maintain CQL accreditation. Levels of accreditation include: Systems Accreditation, Quality Assurance, Person-Centered Excellence and Person-Centered Excellence-with Distinction. Developmental Disability providers who are already accredited will need to notify CQL of the additional Home & Community Based Services they have enrolled in. If approved through Aging Services, the QSP Agency may receive additional funds to achieve next levels of accreditation.

 

Eligibility for additional Aging Services funds includes:

  1. Aging Services having funds available to assist providers with CQL accreditation.
  2. The QSP Agency must complete orientation to the residential habilitation and community supports programs provided by the Aging Services Program Administrator. Orientation can be completed prior to request for CQL accreditation.
  3. The Agency is enrolled as a QSP or has submitted an application to become a QSP Agency. The QSP must adhere to the provider agreement and standards as described in NDAC 75-03-23.
  4. The QSP Agency must be in good standing with the Department of Human Services. The agency can be denied additional funding if application for QSP has been denied as described in NDAC 75-03-23-08. The QSP Agency may be denied additional funding if a sanction or termination of services has been issued as described in NDAC 75-03-23-08.1, or there have been substantiated complaints against the agency that involve quality of care.
  5. The QSP Agency must have designated staff who will provide these services that completed the Brain Injury modules, Minot State Medication modules and Dementia training modules.
  6. The QSP Agency must already employ or contract a Registered Nurse who will assist with the provision of community supports and/or residential habilitation.
  7. The QSP Agency must already employ or contract with a Care Coordinator who will assist with the provision of community supports and/or residential habilitation.
